Ancient council hall of the Waters March, which once controlled a large swathe of southwestern Morrowind. Its main chamber would be the council hall itself. There could be subterranean halls leading to chambers for visiting council members, with an itinerant Indoril acting as advisor to the council as a possible resident.

Like Herding Cats

An ancestral tomb is being used as a skooma den by escaped slaves and their associates. The player has a wide range of options for resolving the issue; by either placating the slaves and abolitionists, or the tomb guardians and Hlaalu populace. These options include unleashing the undead on the slaves and escorting the slaves to safety or returning them to bondage.
