The player is asked to help guard a ship's cargo going up and down the Thirr River. This may be suitable as a mini-questline for House Hlaalu or the Imperial Navy (aka Imperial Legion) or the EEC or the FIghter's Guild. I'd most suggest Fighter's Guild as otherwise it's hard to make interesting quests for that faction.
This quest design is heavily based on creating an appropriate interior!
Player is asked by a warehouse manager in (insert River Thirr warehouse facility? or Kragen Mar/Narsis/Andothren) to find some items in their overpacked warehouse. Player does so. Player may have to squeeze between or jump/fly over towers of stacked crates. Player might also find the odd rat infestation, or have to deal with (aka kill) caged creatures that have gotten loose. (Imps? Kwama?)
May be appropriate for House Hlaalu, House Dres, or Thieves Guild factions, or just a misc. quest.
Slave shack, two inhabitants. Two Argonian inhabitants. One of them is actually an informant for the Twin Lamps-friendly slavers a cave over (in https://www.tamriel-rebuilt.org/claims/thirr-valley-3-cave-1) in return for protection from banditry. The other one is old and tired.
Mine inside a little encampment. Moldcave set. This is a low-yield silver mine under the control of a powerful company of bandits, possibly ex-Redoran. Actual silver ore in this mine should be rather rare, as it's not conventionally profitable.
Small plantation, family with no servants but two slaves.
They trade a lot with the nearby Redoran tower of Ald Marak and rely on them for protection. The elders fancy their Redoran heritage (keeping some tokens of the old days) but have the Hlaalu enthusiasm for slavery.
