Description

A proposal for quests given by the Governor of Hlan Oek, Feldril Sathis, focused mainly on demonstrating the Indoril-Hlaalu conflict and allowing the player to participate.

Should be incredibly low-complexity, able to be knocked out in a weekend or two.

Low-level questline, should be on a level of difficulty similar to the Balmora quests.

1. Sathis gives you a sealed message to deliver to S’vosh, a Khajiit agent in Almas Thirr (npc already in mainland). Use the vanilla scripts that check your security to determine if you can open sealed messages without breaking the seal -- the message contains some revealing info on the nitty-gritty of what the Hlaalu are doing in AT, throw in some allusions to Nav Andaram. Delivering the orders with a broken seal results in a slap on the wrist and no gold reward.

2. Sathis tasks the player with bribing the [Aimrah Relevant Port Authority -- Hetman? Someone else? Not sure] to overlook the cargo of [SHIP NAME, make one up or pick an existing Hlaalu ship for bonus points]. Basic dialogue check quest, players with high mercantile should be able to get away with pocketing more money.

3. Sathis tasks the player with retrieving Atran Oran’s Ebony Battleaxe, which he used in his youth as an arena champion in Narsis, but was recently stolen by bandits in Runat (a cave in the Armun Ashlands). Go there, get the axe, and return it to Atran for your reward.

4. Sathis sends you to Yadamsi to persuade the smugglers there to pay House Hlaalu tribute from the revenue of their operations. If they will not pay tribute, Sathis wants them dead. Simple talk/kill quest. Claimant will need to make the Yadamsi smugglers passive, or situationally passive during the quest, or create an NPC near the front to be the only passive smuggler the player can talk to.

5. Sathis tasks you with stealing a list of names of Hlaalu agents from Roa Dyr’s layover post, such that the Indoril cannot quickly identify and remove the agents. Simple steal quest.

6. Sathis tasks the player with going to Ilvi Mine and framing the foreman for murder. The player must first steal the Foreman's silver dagger from his chest, then kill Endros Dilmyn (a miner at the mine) with the dagger, and then plant the dagger on his corpse. There’s no foreman or chest at the mine currently (as of writing), so the claimant is going to need to make these things as part of questing. Basic steal/kill quest.

I saw all the proposed quests

I saw all the proposed quests lead the player away from Hlan Oek itself, and I think that's fine so they don't interfere with the Camonna Tong interactions the TT and the Almas Thirr TG questlines have, but I would suggest one extra quest that gives a Hlaalu player a reason to interact with the CT/Hlaalu situation too. This is based on the NPCs I added to Hlan Oek, which is not reviewed yet.

 

The captain of the Hlan Oek garrison Sidia Uveleth has been hand-picked by the Governor and brought in from Narsis, so she is fully loyal to Hlaalu interests in town. But her second-in-command Felrar Berathi is a local, and sympathetic to the CT's anti-Empire ideology, though not a member himself. The Governor worries that he could be a liability when push comes to shove, so he wants you to get some compromising material on him for future leverage (such as proof that he has put CT interests over Hlaalu interests in a past incident). This evidence can be stolen from his person or his desk in the southern guard tower, or it can be obtained for a very hefty bribe from a low-to-mid-ranked CT member who values your money more than their loyalty to Berathi (higher ranks shouldn't be willing to compromise a potential asset). My suggestions would be Kovan Thilandas the dock clerk, or Daynali Sedri the CT's healer, although just adding a new member and placing them somewhere in the CT ecosystem works fine too. If you gave a bribe the Governor isn't happy that you involved the CT and showed your hand to them. You still get the normal reward, but he refuses to reimburse you for the bribe.

 

I don't know if there is a hard limit on 6 quests in this questline. I would just suggest adding this as a 7th, either before or after the battleaxe one. It should be minimal work to implement, you just need to come up with what exactly the compromising evidence is.

This showcase adds a foreman

This quest showcase adds a foreman to the Ilvi Mine and involves it in a small quest. Idk if the showcase would ever be completed or the quest merged, but you could use the NPC asset from it I believe.

A suggestion to add a non-murderous way to the final quest: to bribe the foreman to quit or something. Otherwise, this questline becomes too narrow roleplaying-wise, and some players would want to quit upon hearing what the questgiver asks them to do (murder).

Straightforward as described. Copied security/seal script from vanilla.

 

Quest 2:

Quest giver gives 500 gold. The aimrah hetman (dava arenim) can be bribed with 500, 250, or 100 gold depending on mercantile (0/25/50). A successful bribe and return completes the quest.

If the hetman is killed, before or after being bribed, the quest giver demands his 500 gold back and will not give further duties if the player does not have 500 gold. In this case, speaking to the quest giver with at least 500 gold completes the quest and unlocks the next.

A suggestion: avoid a mercantile check and use a fixed amount of money, a disposition-based discount or a bribe mechanic instead. Vanilla quests never use skill checks in this way. In my opinion, a better way to implement the bribe is to copy it from a vanilla TG quest, Nerano Manor Key:

  1. You raise the NPC's disposition to a certain level
  2. The NPC asks you for a bribe
  3. You choose one of the "bribe X gold" persuasion options and complete the quest if you succeed

Q1-4 done. switched the places of 3 and 4 due to the Armun Ashlands quest being more difficult

some notes:

  • Feldril Sathis doesn't offer Advancement in rank (needs to be discussed whether or not he should?)
  • Sathis' quests do not raise Faction reputation yet, IMO the amount of Faction rep the quests yield should be discussed
  • the governor's mansion should be renamed "Hlan Oek, Sathis Manor" to follow vanilla convention
  • Hlan Oek exterior looks nice, but I noticed some of the market stands outside are Ashlander assets; those should be replaced with common Dunmer ones

Thank you so much, guys. It plays pretty good. Did a playthrough of the reviewed file.

Some typos that fell through the cracks:

  1. S'Vosh's dialogue: 'tell' is missing.
  2. I started my playthrough over when the reviewed file dropped, but after updating, none of the quest gets finished. I closed every next quest with a console. My save file is pretty dirty, so a second pair of eyes is needed.
  3. Possibly, a redundant article in this battle axe dialogue.
  4. Missing a word here. I suggest replacing 'You' with 'Go'.
  5. A reduntant 'the' in this scout's dialogue. Possibly, a missing coma too, but I'm not sure.
  6. Possibly, missing an article in this dialogue of Boyos side-quest.

The rest works good. Though, I haven't checked every path. I appriciate that you can reject the final murder-quest too. Gives good roleplaying opportunity.
