The quest "The Slave Trade" in Port Telvannis does not complete if you refuse to assist Ardur Salvendu in finding the slave and stays stuck at stage 10 with no way to complete it. I would guess it's missing a script to consider stage 10 as a final state or needs a final state to transition to after the refusal.
