The Heron Hall garrison of the Imperial Legion is a pit of mismanagement, incompetence, and perverse incentives. With the Empire's interests in the city largely delegated to the Great House Hlaalu, the role of the Legion in Narsis has degraded to that of a reluctant and unmotivated supervisory police force, responsible for intervening in situations deemed too volatile to be handled by the Hlaalu. In Narsis, Legion players will take on the role of cop, not soldier, and decide how best to navigate the rotten maze that is Narsis law enforcement.
The Imperial Legion post of Shipal-Sharai is in a sorry state. Manned by an underfunded and oft-forgotten skeleton crew struggling to keep the law amidst local corruption and distrusting locals.
Quests should have a bit of a wild west feel to their writing. Not overly tropey but leaning in a bit. Locals are distrustful of the legion, with only a few exceptions.
This claim is for general NPCing work for the two border forts in Shipal-Shin, Septim's Gate Pass and Stormgate Pass. Implement NPCs and local dialogue according to the below guidelines and interior claim descriptions. Do NOT implement quests without discussing these, but feel free to suggest misc. quest hooks and discuss these in the comments below and/or on Discord for later quest claim stages. Download the latest Tamriel_Data, TR_Mainland file and the Narsis section file and load these in that order.
The most disciplined and effective military force in history, the Imperial Legions preserve the peace and rule of law in the Empire. At need, the legion garrisons can be swiftly mobilized to protect against invasions or internal disorders. In Telvannis District of Morrowind, the colony garrisons protect the settlements of Firewatch and Helnim from hostile environs and outside agitators.
