Addresses TD_Addon issue #508 by removing the meshes' *detail* textures and replacing them with new *decal* textures, which makes the paint colors easier to see. Also creates a new set of meshes, texture, and IDs for the Purple Road, which currently uses Blue Road milestones as placeholders in the Narsis section file.

The Heron Hall garrison of the Imperial Legion is a pit of mismanagement, incompetence, and perverse incentives. With the Empire's interests in the city largely delegated to the Great House Hlaalu, the role of the Legion in Narsis has degraded to that of a reluctant and unmotivated supervisory police force, responsible for intervening in situations deemed too volatile to be handled by the Hlaalu. In Narsis, Legion players will take on the role of cop, not soldier, and decide how best to navigate the rotten maze that is Narsis law enforcement.
The Imperial Legion post of Shipal-Sharai is in a sorry state. Manned by an underfunded and oft-forgotten skeleton crew struggling to keep the law amidst local corruption and distrusting locals.
Quests should have a bit of a wild west feel to their writing. Not overly tropey but leaning in a bit. Locals are distrustful of the legion, with only a few exceptions.
