You are given the writ for an Indoril noble on new Gorne. Upon confronting the target, they tell you you are free to kill them. This is because of a sin the noble has committed that the assassination will wash them clean of, so that they can meet their ancestors in honor. However, the noble asks the player for one favor -- to be killed in a particular place with meaning (i.e. the claimant will pick a beautiful spot on new Gorne).
There is a fisherman in Almas Thirr (Raleth Hlasur) who snores like a rock every night, all night. One of the inhabitants of AT shares a wall with the his apartment and the snoring's been driving her mad for a while now. She asks the PC to go see Zissichieva in the OE Mages Guild to get a potion of silence disguised as a bottle of (some alcoholic drink).
This is a cave in the Balhadarshad Pass that is a kind of elephant graveyard for those infected with the Balhadarshad Blight. The Balhadarshad Blight fuses spirits and bodies when two creatures/parts of creatures come into physical contact with each other in the Pass during a Blight storm. Those infected are drawn to this cave, and to their ultimate death.
A rival noticed the Almas Thirr bookseller carries this book, and is attempting to get her in trouble for it: https://www.tamriel-rebuilt.org/asset/importance-heresy However, as the bookseller points out, if the rival had actually read the book, he/she would find it's not a heretical book at all.
Llaalsa Vathras, the friendly-presenting leader of Vathras Plantation, asks you for a favor. While she has some slaves toiling on her plantation, she is also in the business of buying and selling slaves. Normally she quickly sees what a slave is capable of and what it can be trusted with. Not so in the case of the household slave Ahnaissa the Ohmes-Raht Khajiit, who she believes is hiding some skills from her that, if revealed, would allow Llaalsa to sell her for a higher price.
The details of place, race, etc, can be fudged a bit with this one. Fighter's Guild, Bretons, ruined Velothi tomb in Aanthirin??
The player meets the quest NPC outside of a dungeon. The NPC is an adventurer who woefully relates to the player that he was delving through the dungeon with a friend when they came upon a swarm of <insert monster type here>. His friend and he were separated in the fray, and now he wants the player's help in finding his friend before it's too late and she is killed.
