The local authorities have heard that someone is trying to ship a batch of slaves up the Thirr River. The issue is not the slave smuggling persay, but the fact they are all Argonians and House Dres is trying to claim they are the only ones with the proper ancestral authority to sell these particular slaves. (Some complicated bureaucractic/political thing.)
The player is asked to help guard a ship's cargo going up and down the Thirr River. This may be suitable as a mini-questline for House Hlaalu or the Imperial Navy (aka Imperial Legion) or the EEC or the FIghter's Guild. I'd most suggest Fighter's Guild as otherwise it's hard to make interesting quests for that faction.
This quest design is heavily based on creating an appropriate interior!
Player is asked by a warehouse manager in (insert River Thirr warehouse facility? or Kragen Mar/Narsis/Andothren) to find some items in their overpacked warehouse. Player does so. Player may have to squeeze between or jump/fly over towers of stacked crates. Player might also find the odd rat infestation, or have to deal with (aka kill) caged creatures that have gotten loose. (Imps? Kwama?)
May be appropriate for House Hlaalu, House Dres, or Thieves Guild factions, or just a misc. quest.
See parent claim. When the faction becomes joinable it won't just use rank requirement mechanics but it's still better to settle old scores with the House before starting the process than to ignore the player's history. There are also bounty quests available to non-members that could be used first.
Not even close to becoming joinable so this is more as a reminder than for discussion.
For the factions plugin. For TR's EEC factors in Helnim or OE it's probably enough for the player to make some payments and maybe wait a week to get like +5 reputation, or one big payment to be forgiven everything, but you should add lines for Carnius Magius too for Bloodmoon.
For the factions plugin. A quest or test of character from Eno Hlaalu, a chance to set the player's negative reputation with the Morag Tong to 0 to be able to join them. Don't want to make him test the player's ability to murder twice (he already does that after the player joins for full membership) so do something different. Could take into account Mephala's quest or other quests involving Mephala in TR.
