Notes, while it should be completable, the reason it's at Asset Progress 60 is I've yet to clean or test it (at all), there's also an ending that I'd like to revise the dialogue to just a tad.
idea for archaeology guild in OE basement: (misc quest, appears level >20) a soulgem in a chest whispers to you through the wall, a strange being was trapped in the gem by a warrior many years ago and it wants revenge. It can sense you're strong enough to take him on (the level >20 part) so called out to you.

The correct answer is "raise his mouth's disposition"
apparently that isn't stated anywhere and the mouth doesn't indicate that's even a thing you can do, so people wander endlessly looking for someone who doesn't really exist on mundus.

made the frost helm of St. Felms better (was constant effect 25 frost shield, is now: 10 seconds frost shield 50 10 seconds weakness to frost 80 on touch frost damage 5-20 (5 seconds)
you can only cast it like 5 times before it's out of charge, but it's pretty fun to use.
When teleportation is disabled only spell effects are disabled. There is no get disabled function so scripted teleportation from vanilla items or others doesn't know it.
Using a global, at least scripted teleport items added by provinces can respect their own (and each other's) disabled areas. Set to 1 when using DisableTeleporting, set back to 0 when using EnableTeleporting.
