The guards in the Packing Room of the Vauntus Mine (spelling may be incorrect - it's the diamond mine right outside Firewatch) seem to have deprecated weapons with missing assets. How did I come to discover this? It definitely wasn't due to stealing diamonds and getting caught. 

Nothing to see here, just a gigantic hole leading out of the interior, above the passageway to the deep caverns.
