It's a Tsaesci that's been in Fort Casimor since Reman-era times. For whatever reason people just kind of forgot about him, and he's back wrecking havoc with his undead legions.
This dialogue would allow for a cool lore-dump before you kill him for the Fighters Guild in Narsis. Alternatively if you aren't on that questline, you can leave him do it and go out the door (assuming you aren't a traitorous dark elf).
A House Dagoth artifact I plan to have in the Dagoth Ancestral Tomb. This will make this the 9th Sixth House artifact to match 1:1 the Dunmeri saint artifacts (as there will be 9 of those as well).

He should come off as a very kind and fatherly type, by the books and loyal to the Navy and Empire. With a reputation of being quite humble and reliable.
Armor set for Winterhold guards. Note that this set needs a name; there are no dedicated regional guard armors in Skyrim, and sets are shared between civilians and guards alike, so a name that reflects its origins in Winterhold without implying that it's a set for guards would be ideal.
