I've already mentioned it on Discord, but I'm just posting it here as well to make sure it doesn't get lost.
Lord Rathine Morgal's fight setting is too high at the moment. According to Cicero he should not be hostile by default, but he currently has the fight setting of a default dremora (90)
These exterior cells have had edits in walking areas since the last time their pathgrids were updated, causing a lot of buried, flying, rock-intersecting, or pointless node loops.
In Servas Capris' response to the topic "bandits in Otori" he tries to mark Otori on the map, which doesn't work since it's just a cave not a named ext cell. Servas still provides directions via the topic "Otori" though, so it's not that big of a deal, it's just weird.
This cell, particularly in the main reception area and on the ramps between levels, is too damn dark. Both of the screenshotted locations could use an added light source. And the cell ambient might deserve a modest increase.
It's so sad, all by itself! And it's the first thing you see when you enter the cell! (Suggestion: remove it, or add 1–2 more racks, as is standard in hlaalu guard towers)
