The quest index 83 is achieved when the player talks with Indoril Ilvi (TR_m3_Draler Ilvi) through the topic "Margia Sycora" after the Quest has passed or is in the Index 81.
THE BUG: The topic "Margia Sycora" isn`t introduced from anywhere or anyone. Indoril Ilvi can`t talk with the player about this topic,
SOLUTION: I suggest to use the NPC Rathys Madalvel (TR_m3_Rathys Madalvel), the one that hint you about Indoril Ilvi. Just use addtopic in his Result Box.
To access Uurathor's hut in Raal Grotto without using magic, you have to pull a rope which raises a platform. The problem is that the outside rope, TR_m4_act_pull_rope, is trying to move a non-existing platform called TR_m4_act_rats_platform, whereras the only movable platform in the cell is called TR_m4_act_rats_platform2.
Dialogue in the red circled area (like slave specific topics like 'go free', and an IL quest) don't filter for the Savrethi Distillery as they are not in it
Pretty much what it says on the tin; there's a gap in the sea floor north of Kemel-Ze. Either a rendering issue or polygon boundaries aren't connected.
