Being an important trade hub, the residents in Arvud should have something to say about "someone in particular". I assume they would at least mention the governor, Balvene Uvayn, and her steward, Armas Tyravel (according to Rats, this is the one who runs the town in practice).
Balvene Uvayn's topmost custom greeting, saying "Help!", is set to Greeting 5. Given the emergency of the situation, this should definititely be moved to Greeting 1.
More seriously, the episode with the stolen jewels cannot be triggered (or at least not from Balvene Uvayn's dialogue). The associated greeting is set to journal entry 170, but that one doesn't exist. I think it is intended to be 120, i.e. that she has chosen to marry Vendel.
According to this: https://www.tamriel-rebuilt.org/forum/little-topics-examined#comment-11940, all dialogue entries which mention a location outside of said location should have showmap "Location" in it's results. However, that's not the case in many(all I checked) entries in Roryn's Bluff, probably everywhere else too. Might be better done after every section file is merged to Mainland, so one person can do all of them together.
The battle axe (TR_w_m4_q_AncylisAxe) you need to retrieve during the quest "Revealing the History of Fort Ancylis" is disabled until you reach stage 20 of said quest. However, according to the dialogue it has been lying on the sea floor for thousands of years, so it should clearly be present at all times. Having this kind of quest objects disabled while not working with the related quest goes against Morrowind's game design, and is something we should never do. The axe is well-hidden as it is - players are not expected to find it before being targeted towards it.
The following typos have just been checked against Cicero's copy of TR Mainland, dated 13-01, and are confirmed to be there in that file. Item 2 was found in the Roryn's Bluff section file.
NPC TYPOS
1. tr_m3_delasi llothin - Syvvit Tong rumors (topic) - "Let's just say It isn't in my best interests."
While the situation is not nearly as bad as in Roth Roryn region, a couple of interiors in the Armun Ashlands section are either missing or having an incomplete path grid. I have checked all interiors except a few in Arvud, and none of the yurts.
