Imperial Galleon interior stair impassable

Concerning the T_Imp_SetHarbor_GalleonIn_Decks static, mesh path: pc\i\pc_imp_galleon_decks.

The first set of stairs of the galleon interior is impassable, both going up and down, possibly due an inaccurate collision mesh. Screenshot attached.

Mesh is currently being used for the Firemoth: Galleon Shipwreck interior claim

"Empty" Tamriel Data containers in CS contain items

A variety of Tamriel Data container objects in the CS which are labeled "Empty" contain some items—something to note for future housekeeping efforts.

Join all houses

Join all houses mod is not working in the mainland. Im in house hlaalu and telvanni, I tried to join house telvanni but the NPC said I can't join because I'm in house hlaalu despite me being a mouth in telvanni already.

Remove creature spawns from vicinity of Old Ebonheart

In order to improve framerates near Old Ebonheart, we should remove creature spawn points that will be active when the player is in the city. From CMAugust on Discord:

It might be better to remove creatures from the active grid near the city. The crabs alone use 5 separate textures, which along with shadow maps means that the 4 in view cost nearly 100 draw calls.

The rat is worse, its tiny body is made up of 14 separate textures.
