The completion of "Diving for Arns" should somehow help you to advance in "High and Dry". That might be a disposition increase with Ithis Randaro after the quest, or Eraven Arns could hint you at the hidden note in the basement.
Urzoga gra-Buk in the Teyn Contraband Warehouse responds "Sujamma? I'm not sure. I don't know you, or your friend." when asked about the topic even when you've not met Vodunius Nuccius in Teyn, or when he's not even left Seyda Neen.
Worse, if you ask both of the guards inside the building about it too, you get a journal entry for the quest Alomon's Wager (which is the Nuccius quest in Teyn). You can not report this back to Alomon, so this quest would be stuck.
Merius Jade in Teyn has Alarm 0 despite being alone in his house, meaning he doesn't just not report crimes, he doesn't even react to them (except by fruitlessly shouting at you). Especially funny since his daughter is the local Legion commander.
From the description of the Sadrith Mora TG quest, it's pretty clear that this book is specifically meant to be the recipe collection of Dinera Othrelas and should only be found in Llethri Manor.
It should not also be in the house of some random guy in Teyn (Merius Jade), which is currently the only other Mainland use of it.
In the initial quest dialogue in "help a jeweler in need" for Ra'Sathre: "when %name were ambushed by an outlaw". Should be "was ambushed".
I'd also suggest replacing some more of the %names in this NPC's dialogue with just "he" whenever possible. It makes dialogue hard to parse when it shows up in almost every sentence.
"The holy city of Almas Thirr sits in the middle of the Aanthirin -- the northernmost region that the Thirr River runs through -- and several smaller Hlaalu and Indoril settlements dotting the landscape."
This should either be "with several smaller [...] dotting the landscape.", or "and several smaller [...] dot the landscape."
