Using this as a guide: Generally held by either temple buildings (eg 1 in a temple); in the private collection of particularly pious nobles and higher ranked temple priests
Importance for release: First priority would be nice. *Shouldn't block release.* Second priority is less important, but should be actioned at some point for consistency.
Found some issues. Lacks descending staircase at entry. Has cobble that limits maneuverability. Rescaled containers. Upwards ascending section beyond Z level of entry door. Sunlight too high.
Drala Uval, a vendor at a stall in Hlan Oek, claims to be selling weapons but no items appear in her barter menu. None of the weapons sitting on her stall table are considered owned either, allowing the player to loot them for free.
In the https://en.uesp.net/wiki/Tamriel_Rebuilt:What_Happened_in_Emmurbalpitu quest, Llorissa Faali is supposed to give you an Amulet of Levitation if you talk to her after she returns to the monastery. However, the dialogue lines where she would give you the amulet are filtered to a wrong cell, so it's not possible to get the reward.
